Sidewalk at 3748 Herbert St

Neighbor and guests habitually block pedestrian's right-of-away to the sidewalk. We have several neighbors in our community who are disabled and use wheelchairs for mobility. He's been ticketed during week days, but now he's blocking access for 12 hours per event usually on Fri, Sat or Sun evenings. The garage door is frequently open and appears to be empty. Please have an officer speak or write to the resident, Chris Flanagan. Thank you for your time and attention.
