City property needs landscaping, it’s encroaching onto my private road. Palm tree caught on fire from lightening, it is a safety hazard

Storm drain has an Encroaching tree on my property. Giant hole in my fencence is a safety hazard for my children and pets because it is a big fall. It has been over 2 years since I first reported and nothing has been done.
