Parked over a week without moving vehicle

It has been in this spot for 5 days without moving. Last week, this car was parked across the street for 10 days and received a ticket because they did not move it until after the Wednesday street sweeping.

Not only has this car been parked here for 5 days, it is right up to the very edge of my driveway, creating an obstacle for us pulling out of our driveway. It does have a guest parking permit.
