Timing at 4500–4522 Kearny Villa Rd

A previous request was made to fix the Balboa Ave / Kearny Villa Rd signal in the afternoons. On weekdays the signal is turning the pedestrian crossing green automatically during the 3:30pm rush hour. This is having traffic at a crawl in rush hour. The request was forwarded to CalTrans and they responded that this is NOT their signal jurisdiction so please can you fix the timing? It's auto going for pedestrian crossing east to west automatically and it shouldn't thank you
