This man drives around ocean beach all day, every day rummaging through blue recycling bins and trash cans stealing recyclables. This is scavenging and is illegal (SDMC 66.0402). The license plate on his truck is 49413z1. I see him EVERY DAY This is the third time Ive reported him, with no action from the city.
