Jackhammering and asphalt work in the middle of the night. Why is this necessary when the crews were asked if this is emergency work and we were told no? The jackhammering started at 8:51pm. The picture was taken at 3:19am. None of the crews are marked as City workers or otherwise nor are they wearing hard hats. This whole situation is completely unacceptable for a residential area.
