Quality of life issues at 321 Brookes Ave

Animal cruelty so is human! Whoever it is leaving their dog at this apt complex barks alone all day long, it's 8pm and still this madness has not stopped. If I turn music up just a bit, neighbors go crazy complaining, how is this any different ??? You don't do anything about this dog, I'll blast up music to muffle the sound so one way or the other you will have to be involved anyway
