Damaged Guardrail at 1724 Ocean Front St

The bridge for pedestrian walkway just at foot of the santa cruise beach stairs is cracked, undercut and falling apart. Has been getting worse over time and Im concerned its becoming a safety hazard. I am not sure who covers maintenence of this? Thank you!
