Parking Issue at 6251 Caminito Plata

Home owner has a garage but uses the cul-de-sac as a personal parking space which prevents neighbors, visitors and first responders from turning around. We had a recent health emergency & first responders were blocked! Sent letter to HOA and no response. Please advise where to send two formal letters of complaint. Thank you.
