Illegal construction at 3744 Robinson Pl

Appears owner of 3744 Robinson Place is affixing a very tall fence or privacy divider on top of their garage now that neighboring home has put on a second story. Not sure about the legality of this, or the safety issues that may arise from this in high wind conditions. I can find no permits regarding this project and it looks ill conceived so I thought I would report.
